The Information Technology (IT) industry was a productive industry, due to facilities granted to IT companies in the payment of social security contributions and income tax. As a result of a study, it was concluded that the creation of IT parks will contribute positively to the development of the IT sector.

The regulatory framework for IT industry parks was developed and approved. We mention the single sales income tax, which incorporated social and medical insurance contributions, as well as five other taxes and fees.

In 2012, the Swedish government allotted resources for early intervention for a restricted amount of new job-seekers. The requirement was that the Public Employment Service (PES) used a profiling instrument which could objectively select individuals with a high risk of long-term unemployment. Not everyone could come into question and resources should be targeted to those with the highest risk, independent of geographical location. The independence of geographical location entails an important difficulty in allocation of interventions at the local level.

The results of the NLST (National Lung Screening Trial) study showed that the use of Low Dose Spiral Computer Tomography with persons with a significantly increased risk of lung cancer can reduce the mortality risk by identifying lung cancer at an earlier stage than the use of conventional X-rays. At the end of 2011 the SUVA decided to offer this possibility on a voluntary basis to those of its insured members who had been exposed to asbestos and had a similar risk of developing lung cancer. The programme started in 2012.

Within the framework of this project, considerable efforts have been made to develop and implement an automatic support tool in the decision-making activities. The long-term goal is that the Assessment Support Tool (AST) is to be integrated into the daily activities and that it is to be used as consistently, fairly and efficiently as possible in the assignment of this government agency.

It targets jobseekers under 26 years of age with at most a secondary education certificate who have been unemployed for at least three months, unemployed workers aged at least 50 who have been unemployed for at least six months and unemployed workers receiving benefits who have been looking for work from one to two years. A subsidy (active unemployment benefit) which varies between EUR7501 and EUR1,100 per month is provided to encourage their recruitment. This subsidy is allocated for two years if they are taken on in 2010 and for one year if in 2011.

This scheme was reinforced in 2009 to assist enterprises and reduce layoffs during the crisis:

  • access was extended to all workers including office (white collar) workers, temporary staff and agency workers;

The benefit accrues from the month in which the worker becomes redundant and is paid for a minimum period of one month and a maximum of twelve months. The scheme is also intended to enhance the employability of laid-off workers as at the time of application, the worker has to choose among three proposed possible options: a job placement, job training and re-skilling or starting a business. The Transition Unemployment Benefit ceases at the end of the month in which the laid-off worker becomes gainfully employed or starts a small business.

Retirement pensions are accordingly increased in the following situations:

Request for a retirement pension after age 65

If the insured person is aged over 65 and has completed at least 15 calendar contribution years recorded in the general scheme when he requests his retirement pension, it will be increased by application of the monthly rate to the number of effective months of work performed between the month when the individual reaches age 65 and the month of the commencement of the retirement pension up to the limit of age 70.

The unit is composed of the employer, trade unions and sectoral bodies (training funds) and the regional employment service, which is responsible for its management.

As soon as redundancy is announced, workers are provided with support by the employment unit for a period of between three and six months during which they retain their wages and are exempt from the performance of their work.

This measure therefore transforms the "passive" period of notice or separation benefits into an "active" period of seeking employment, support and training.

Authorized work includes home help such as cleaning, household shopping, ironing and assistance with travel for users who have reduced mobility.

Individuals pay EUR 7.50 per service voucher corresponding to one hour's work. They are entitled to 30 per cent tax relief (which reduces the actual cost to EUR 5.25). The public subsidy is EUR 13.60. The company consequently receives EUR 21.10.

The cost of the scheme is high and amounted to EUR one billion and 370 million in 2010 but the direct effects (40 per cent) and indirect effects are considerable.
